Due to JAL’s upcoming policy change for mixed-breed dogs traveling as domestic cargo, effective September 1, 2026, we created this overview to make the differences between several major airlines serving Japan easier to understand and compare.

A statement such as “this airline accepts pets” does not always mean every pet can travel.

The answer may change depending on:

🐾 Traveling with the owner or as manifest cargo
🐾 Breed or mixed-breed ancestry
🐾 Snub-nosed restrictions
🐾 Season and temperature
🐾 Kennel size and construction
🐾 Aircraft type and cargo-door dimensions
🐾 Route and connecting airports
🐾 Military PCS eligibility

That is why each flyer separates the answer into:

✅ YES
⚠️ LIMITED
❌ NO

These flyers provide a general overview based on the airlines’ current published policies. Final acceptance must always be confirmed directly with the operating airline or cargo department for the specific pet, route, aircraft, travel date, and kennel.

Please also remember that the airline operating the flight—not simply the airline name or flight number shown on the ticket—determines the applicable pet policy.

Policies can change, so always check the “Current as of” date shown on each flyer.

Traveling internationally with pets can feel overwhelming—but you’re not alone! Whether you're arranging everything yourself or need a little help, PAWer’s Wish is here to support you.

Every situation is different. It depends on factors like:

• Will you be traveling with your pet?
• Does your pet + crate weigh over 100kg?
• Can you be present at the airport when your pet arrives?

💡 Best Option: If possible, travel together with your pet. You can make all the arrangements yourself—or with a friend’s help!
Below are guidelines to help build your plan. These are example-based, so always confirm details with the appropriate agencies.
If things get complicated, we’re here to jump in and assist as needed!

⚠️ Important: Even if all steps aren’t completed in perfect order, pets may still be allowed entry only if you’re under U.S. military orders and living ON BASE. In that case, the 180-day quarantine period may be split—such as 90 days completed in the U.S. before travel, and the remaining 90 days completed on base in Japan (in your home, a certified sitter's home, or at the base kennel).

This home quarantine option is not available to civilian travelers—civilians must complete the full 180-day FAVN quarantine before entering Japan.

Home quarantine can be completed in:

• Your own ON-base residence

• A certified ON-base pet sitter’s home

• The ON-base kennel (must be separate from other animals)

Here’s what you’ll need:

• Microchip (ISO recommended)
• Install before any rabies vaccine.
• Japan now accepts most non-ISO chips, but ISO is safest.
• Rabies Vaccine #1
• Given after the microchip is implanted.
• Must include a signed certificate with lot number and expiration date.
• Rabies Vaccine #2
• Administer at least 31 days after the first vaccine.
• Note: First vaccine must still be valid on the day you get the second.
• FAVN Test
• Can be done same day as second rabies shot.
• Must be sent to an approved lab. Keep the original result (white label at the bottom).
• International Health Certificate
• Issued by a licensed vet and valid for 10 days only.
• Government-Endorsed Certificate (APHIS 7001)
• Must be signed and stamped by the USDA (not just your vet).
• Off Base Vet: Use APHIS 7001, Form AC
• On Base Vet: Use APHIS 7001, Form 2209 (Japan-specific)

Planning to PCS or move back to the U.S.? Below are the required documents when departing Japan. Make sure to also check the rules for your next destination, especially if it’s outside the continental U.S. (e.g., Hawaii, Guam, or Europe).

✅ Requirements for Entering the U.S. (from Japan):

Rabies Certificate

• Must be current and valid.

Health Certificate

• Must be issued within 10 days of departure.

• AQS Approval
  • Issued by the Japanese Animal Quarantine Service.
  • Appointments open 40 days before departure.
  • You’ll need to submit via email:
  • Travel details
  • Flight numbers
  • PCS orders
  • Valid photo ID

• Power of Attorney (POA)
  • If PAWer’s Wish is handling check-in on your behalf, a signed POA is required for:
  • Quarantine office interaction
  • Cargo drop-off or pickup
